Fix: Add timestep unit conversion for stat inefficiencies (fs to ns)

Description

Fixes the statistical inefficiency timestep units from femtoseconds to nanoseconds.

• Multiplies stat_ineffs_all_winds by engine_config.timestep / 1_000_000 to ensures the statistical inefficiencies time are correctly reported in nanoseconds.
• Fix import order and formatting by ruff --select I

Status

• Ready to go
