release: prepare v0.11.0 delivery

Summary

• harden the v0.11.0 GitHub Release to npm path with tag/changelog guards, idempotent publish preflight, latest verification, and clean-install smoke
• extend fail-closed capability validation to all ten built-in Providers and keep the unavailable self-hosted benchmark manual-only
• align release, installer, Provider-selection, and superseded-design documentation with the invocation-native runtime

Validation

• Python unittest discovery: 442 passed
• npm test: 18 passed
• npm packaging and clean-install smoke: passed
• package-version, Skill-format, release-ref, workflow YAML, shell syntax, compileall, and diff checks: passed
• live read-only smoke succeeded for Claude, Codex, OpenCode, Pi, Grok, and Cursor; Grok and Cursor structured-output parsing was also exercised
• independent release-workflow and Provider-gate reviews found no blocker or major issue

Tracks the v0.11.0 release closure for #107 through #119.
