Summary
Design spec for plan 4, the visual redesign: light-first "Paper" brand, a landing page that loads no data, an acute strip with 110/112/113/116 117 on every page, results page with a React Aria municipality combobox and a card grid, a clear call hierarchy on cards and detail, light and dark themes, and a performance and accessibility budget as acceptance criteria. The bundled design-system goes; tokens move into Tailwind.
Brainstormed with mockups (landing direction, brand direction, light variants), then stress-tested across security, privacy, accessibility and loopholes; all 12 findings are folded in.
