🩺 Stability & Availability | 🟡 Minor | ⚡ Quick win
Reject an empty provider list in Fetcher::new.
Fetcher::new accepts an empty providers vector. In that case, available evaluates self.cursor.fetch_add(1, Relaxed) % len at Line 133 with len == 0. That operation panics with a division by zero on the first fetch call, so the configuration error appears as a runtime panic instead of an error from new. Validate the list in new and return an error.

official Solana getMultipleAccounts minContextSlot response context slot contract
💡 Result:
**Contract:** `minContextSlot` is an optional request-config field for `getMultipleAccounts`. The official docs list it, but don’t define its behavior on this method page. The response is an `RpcResponse` with `context` and `value`; the example shows `context.slot`. ([solana.com](https://solana.com/docs/rpc/http/getmultipleaccounts))
So, don’t interpret `minContextSlot` as a promise that the response’s `context.slot` equals that number—or as a request to read *exactly* at that slot. The page does not specify that guarantee or spell out what happens if the node cannot meet the minimum. It establishes only that the field is accepted and that the response includes context. ([solana.com](https://solana.com/docs/rpc/http/getmultipleaccounts))

Reject responses below the freshness floor.
Fetcher::fetch sends min_ctx_slot, but attempt accepts any successful context.slot. When a provider returns context.slot < min_ctx_slot, the Ok(snapshot) branch returns that stale snapshot without retrying or rejecting it.

What changed
Add the ChainSync workspace crate and confirmed HTTP account fetches with ordered results, explicit absence, compressed decoding, and provider failover that preserves the freshness floor.
Closes #1722
Reviewer notes
Response context slots identify the confirmed bank used for the fetch, not each account's last modification. The fetcher stays private until service assembly; it does not acquire leases, establish subscriptions, or apply account images. Validator consumers still use Chainlink.
