Support newer sBPF v3 ELF layout

Summary:

• Bump the SVM fork to solana-sbpf 0.14.4 for the newer sBPF v3 ELF layout.
• Patch the loader/syscall crates locally so loader-v4 uses the same parser.
• Update the affected API call sites for the solana-sbpf 0.14 MemoryMapping/SBPFVersion changes.
