Implement UpdateVerifierRegistry #209

Scope

Only the protocol authority may update the registry. Reject invalid, duplicate, unbonded, or inactive verifiers and increment registry_revision after a valid change. Updates affect future selections, not the selected verifiers already stored on pending commitments.

Design: v2 implementation notes.

Outcome

Maintain the eligible verifier set through UpdateVerifierRegistry.
