Implement RegisterVerifier #208

Scope

Require both the verifier and protocol-authority signatures. Create the verifier-specific VerifierBond and credit the deposited stake under the protocol's minimum-bond rules. Registration establishes the bond; selection also requires membership in VerifierRegistry.

Register a verifier and deposit slashable stake through RegisterVerifier.
