Motivation
When deploying M0 contracts ($M, $wM, Registrar, Vault, Portal, SwapFacility) to a new chain, all contracts, except SwapFacility are deployed from the Portal repo. Switching between repositories makes an already complex deployment process even more cumbersome.
Further Improvements:
To reduce the duplication of deployment scripts across our repositories, we can create a separate deployment repo which will be used to deploy and configure the whole system
