LCORE-0000: pinning OKP image ahead of new version release

Description

OKP is scheduled to release a new version this Thursday, OKP version 1.3.0, and this version has a new embedding model. This change will break some of our OKP e2e tests as they are pulling the latest image at all times. This PR introduces a short term fix by pinning the current image. Long term fix will be a separate body of work - https://redhat.atlassian.net/browse/LCORE-4589
