The golang.org/x/net bump raises the module go directive to 1.25.0, but the Dockerfile build stage pulled eve-alpine:15.4.0 (Go 1.24), so the docker build failed under GOTOOLCHAIN=local with "requires go >= 1.25.0". Sync the build image to the go-1.25 eve-alpine tag EVE currently uses. That image bakes Go 1.25.11 onto PATH and no longer ships an apk "go" package, so drop go from BUILD_PKGS and rely on the baked toolchain, matching EVE and eden. go-swagger v0.32.3 then fails to compile under Go 1.25 (its pinned golang.org/x/tools v0.21.0 has an invalid array length), so bump the swagger install to v0.35.0, which builds cleanly.
