scalafmt the gap left by the peg-in TTL constant - #30

Removing `pegInRequestTtlSeconds` left two blank lines where it had been, which scalafmtCheckAll rejects — so CI went red on main immediately after the merge. Verified with `sbt scalafmtCheckAll` rather than by eye this time.
