Adds the Solana-scoped ClearSign certificate envelope used by firmware 7.16. Certified requests bind a root-authorized delegate to the exact transaction schema and, when present, resolved LUT accounts. Mixed, partial, or runtime-signer forms remain non-authoritative. Local protobuf JS/JSON/type generation completed successfully.
