Update the release tooling manifest, cargo-dist configuration, and workflow overlay pins to match the setup-node 7.1.0 workflow update. This resolves the pin-policy mismatch and prevents generation from restoring 7.0.0. Validation: existing workflow validator and git diff --check passed. The local full Linux preflight was explicitly waived by the maintainer for this pin-only fix; GitHub Actions will validate the submitted revision. Signed-off-by: jatmn <the@jat.mn>

Synchronized the release-tooling manifest, cargo-dist configuration, and generated-workflow overlay with setup-node 7.1.0. The original workflow-only bump left these source pins at 7.0.0, causing pin-policy validation and generated-workflow drift failures.
Validation: the existing workflow validator and
git diff --checkpassed. The maintainer explicitly waived the localbash scripts/ci-preflight.shgate for this pin-only repair after the pinned cargo-dist binary could not run on the available Linux runtime. Remote CI results apply to repair commit1fceb786a2ec34ac7c4ad965ab292b7ca63d8da7.
