scope_ref is trimmed and lowercased on write (internal/server/record.go:95) exactly as class is (:83), and both are normalized on the review filter (review.go:111,113). Only class says so: its description at record.go:40 states "trimmed and lowercased," while scope_ref at :42 is silent, as are review.go:49 and :51 and the README table.
CHANGELOG.md:11 already states that both are normalized, so the changelog is right and the schema and README are the laggards. A caller recording Owner/Repo and reading back owner/repo cannot predict that from the published contract — and the schema is what a calling agent reads at call time.
