This PR was meant to add python 3.12 (and maybe 3.13) support. However,
photosplineonly supports python<= 3.11apparently.It should be possible to use
flarestackin a 3.12 environment without thephotosplinedeps, but I see no big benefit in introducing such a ramification for now.
