gip_osg.py takes whether htcondor-ce is the CE implementation from the "gateway" section of the osg-configure configs. The version of htcondor-ce and the port it's running on are taken from the condor-ce config by running condor_ce_config_val.

htcondor-ce and the port it's running on are taken from the condor-ce
config by running condor_ce_config_val.
These changes are for SOFTWARE-1754, SOFTWARE-1795, and SOFTWARE-1893. They are in one commit because the latter tickets are fixes for the first one.
