We recently change the version incrementing process to make the change to the next minor version on the main branch right after a new release branch is created. This updates the process for this change. Signed-off-by: Matt Farina <[email protected]>

The content update LGTM 👍 Just needs a rebase.
This file has since moved to community/release_checklist.md. It rebased cleanly against main in a local test on your PR branch.
