ci(ci): remove refresh-devices workflow

Summary

Certified Devices JSON へ移行済みのため、Dashboard 側の refresh-devices workflow とデバイス情報反映依頼 Issue Template を廃止しました。デバイスデータの修正先は chirimen-certified-devices です。

ランタイムの Device Repository API は変更していません。Dashboard リポジトリへのデバイス情報反映依頼 Issue は廃止です。デバイスデータの追加・修正は https://github.com/gurezo/chirimen-certified-devices で行います。

deploy.yml の refresh Issue close 処理は #261 で削除します。README / データ更新ドキュメントの本文更新は #262 で実施します。

PAT_TOKEN は workflow から参照しなくなりました。リポジトリシークレットに残っている場合は Settings から削除してください。

How to test

1. .github/workflows/ に refresh-devices.yml が無く、ci.yml / commitlint.yml / deploy.yml が残っていることを確認する
2. GitHub の New Issue 画面に「デバイス情報反映依頼」が無く、「デバイス情報の追加・修正」が chirimen-certified-devices へ案内することを確認する
3. refresh-devices label がリポジトリに残っていないことを確認する
4. pnpm nx affected -t lint,build,test --base=main --head=HEAD が成功することを確認する
