chore(workspace): remove local device data generation

Summary

Certified Devices JSON へ移行済みのため、Dashboard 側の自前デバイス同期・生成処理を削除しました。ランタイムは引き続き chirimen-certified-devices/generated/devices.json を参照します。

What changed?

• sync-devices / sync-example-upstreams / generate-platform-examples / validate-platform-examples の Nx プロジェクトを削除しました
• data/example-upstreams / data/platform-examples / generated/reports / apps/web/public/devices.json を削除しました
• PR 必須チェックになる generate / sync / validate 系 workflow 5 件を削除しました（refresh-devices.yml と deploy.yml は後続 Issue のため残しています）
• 不要な npm scripts（generate:devices 等）と依存（axios / yaml / tsx）を削除し、lockfile を更新しました
• 削除したツール向けの commitlint scope を外し、CONTRIBUTING / Cursor skill の一覧を同期しました

ランタイムの Device Repository API は変更していません。ローカルの pnpm generate:devices など自前生成コマンドは廃止です。

refresh-devices.yml は削除した scripts を呼び出すため、#259 merge 後〜#260 完了までは壊れた状態になります。親 Issue の実施順どおりです。

How to test

1. pnpm nx show projects に 4 つの同期・生成ツールが残っていないことを確認する
2. pnpm build / pnpm test:all / pnpm lint:all が成功することを確認する
3. pnpm start 後、一覧・詳細が Certified Devices JSON から表示され、/devices.json が 404 になることを確認する
