Update examples page to 0.15.0, adjust maintainer notes#2632

- Refreshes **`package.json`** and **`tdVersion.buildId`** across docsy.dev configs so **dev build metadata** matches the current **main** tip (keeps site/version banners honest after merging release work).
- Updates the **[Examples][]** starter table to **v0.15.0 (latest)** so **Goldydocs** and **docsy-starter** rows match the **current stable Docsy** line readers should clone against.
- Expands **maintainer-notes** so release testing explicitly covers **docsy-starter**, calls out **refreshing pinned Docsy versions on the examples page**, and adds a **Docsy-example release** step to set that table via **`{{% dev-version final %}}`** (plus an **[Examples page][]** link definition).
- Scope: docs-only, internal-only
