Keep the fetched sources between runs - #140

Every job here downloads pybind11 and the seven rexlib fetches before it can compile anything, and the base directory only ever survived the job that made it. The pair of composites lands them once a version instead. The wheels in a container get an entry of their own: they read the sources through /host, and the sub-build stamps record the path the sources were populated at, so an entry made at one path is not usable from the other. The job that installs the source distribution has no checkout to hash, so the job that builds it hands the key over. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

Every job downloads pybind11 and rexlib's seven dependencies before it can compile anything.
FETCHCONTENT_BASE_DIRalready made that once a job rather than once a build; this makes it once a version, with the pair of composites rexlib has been using since this morning.build_with_cmake,build_with_pip,generate_stubs,test_sdistand the wheels restore the sources and only write frommain./host, and the sub-build stamps record the path the sources were populated at, so an entry made at one path is not usable from the other.test_sdisthas no checkout to hash, sobuild_sdisthands it the key.Measured on rexlib, where the same pair landed first: nine jobs restore and none downloads, and the repository sits at 36% of its cache quota. Three entries here, roughly 900 MiB.
