I think it would be easier to review if you had a separate PRs for the tox -> uv and the other changes ( black+flake8+reorderpythonimports with ruff and made pre-commit hooks local to be faster)

much easier for ai to reason about requirements consolidated in uv + faster tools (also replaced black+flake8+reorderpythonimports with ruff and made pre-commit hooks local to be faster)
