Usage panel collapses on navigation; add pin option or keep it open until closed

The usage panel does not persist its open state. If I open it, navigate to Settings or another page, and come back, it is collapsed again and I have to reopen it.

Expected: the panel stays open until I explicitly close it. Either of these would work:

• Default behavior: remember the open state across page navigation within a session.
• A pin toggle on the panel that keeps it open until unpinned.

Steps to reproduce:

1. Open the usage panel.
2. Go to Settings (or any other page).
3. Return to the previous page. The panel is collapsed.
