Give first-time visitors a visible introduction to CPE Editor and the GCVE initiative. Replace the small heading and collapsed About text with a responsive introduction box: a clear purpose statement and CPE definition, search/contribution links, a branded GCVE panel, and highlights for exploring records, proposing improvements, and following approved changes.

Use the existing palette, font, and GCVE logo in light and dark themes. Describe GCVE as the Global CVE Allocation System and its role in decentralized vulnerability identification and publication, following https://gcve.eu/. On filtered searches, show a compact header so the form and results stay close together.

Validation:

• Full pytest suite: 71 passed.
• Chromium checks at desktop, tablet, 390 px, and 320 px widths: both themes, introduction content and links, logo loading, no horizontal overflow, search shortcut, filtering, and reset.
• Visually inspected desktop and mobile screenshots.
• Whitespace check passed.
