Add broader SpeechTranscriber candidate locales and Translation destination languages, including Traditional Chinese with stable regional defaults. Filter source and destination pickers against runtime device availability while keeping interface-language choices limited to embedded localizations. Wire the catalogs through Settings and the status bar, and update documentation and tests.
