Fix Dockerfile base image from tag

[jacob-curley-fnal]

The current Dockerfile uses @ as a delimiter instead of :. This was a failed attempt to move from the @sha:... syntax to a more descriptive versioning scheme.

Swapped it out so the image can build successfully.
