Update database and gRPC libraries for release 0.3.5

Summary

Upgrade the internal database and gRPC libraries and adapt the service to their updated interfaces.

Changes

• Bump the service to 0.3.5, upgrade the database and gRPC libraries, and refresh dependencies (Cargo.toml, Cargo.lock).
• Simplify alarm group, timer, and user layout services to use the new datastore interface; update tests to use new test_data_store! macro (src/services/alarm_groups.rs, src/services/alarm_timers.rs, src/services/user_layouts.rs).
• Propagate logging and startup configuration errors instead of panicking, and reorganize module entry points (src/main.rs, src/logging.rs, src/services.rs).
• Update reusable CI workflows, container user setup, test environment configuration, and documentation (.github/workflows/integration.yaml, .github/workflows/deployment.yaml, Dockerfile, .cargo/config.toml, README.md).
