fix: correctness bundle for #39, #30, #29 - #41

- gl_utils: exclude *test* from MetaAgent workspace to prevent test-data leakage (Fixes #39). Only affects ./domains via ignore_function_domains; tests/ outside domains unaffected. - meta_agent: wire eval_path and iterations_left into instruction so MetaAgent learns from prior evals and budgets exploration (Fixes #30). Conditional injection keeps behavior when falsy/None. - select_next_parent: replace uniform random.choice with novelty-weighted sampling P(c) proportional to 1/(1+child_counts) (Fixes #29). Reduces mode collapse; uses np.random.choice. - tests: add test_leakage, test_meta_agent (6 tests), test_select_next_parent (3 tests, 2000-trial distribution) plus conftest mocks for heavy deps. Closes #39, #30, #29. Supersedes #32, #31 (shadow #7).
