Adding Selectable Text Block Control

Description

Introduces a new TextBlockSelectable control that supports text selection, caret navigation, keyboard shortcuts, and clipboard copy. This control provides UI developers with the ability to create interactive read-only text displays with standard text editing behaviors, including mouse-driven selection, edge scrolling, and shift/arrow navigation.

Motivation and Context

This change is required to enable interactive text selection within UI components. It addresses the need for users to select, navigate, and copy text in multi-line read-only displays, improving overall usability and accessibility for UI implementations.
