Circonflexe only works for uppercase letters, not lowercase

AltGr + shift + ^ + e = Ê

AltGr + ^ + e = 6e

Every letter is like this, will produce a circonflexe on capital letters but not on lowercase. Wtf am I doing wrong? Windows 11. I also can't open Wincompose at all (it just crashes immediately, every time, even after deleting and reinstalling) which I see appears to be an unresolved issue from a few months ago but I don't really care, I just want to type a circonflexe
