It looks like this pull requests assumes directory managed by Dropbox proprietary sync client to be around. It is not as useful as using Dropbox API directly, as it is done, by, e.g https://github.com/andreafabrizi/Dropbox-Uploader

Well, looks like everything provided by this project (and much more) is handled by https://github.com/rclone/rclone.
And looks like they are interested in handling share links: rclone/rclone#5381
