Hardens CI without touching application symbols. Installs pinned golangci-lint v2.13.2 via the official v9 action before
make lint-go, adds full web typechecking and web tests, broadens the test-job npm cache to the web lockfile, and removes a duplicate standalone SDK build from the build job.
