Superseded by #131 (v3.9.0), merged as 1b62547b.

This bump is included, and the sweep went further than this PR could: Dependabot reports the lowest version it finds, so merging this alone would have left other workflows on an intermediate major. Entering v3.9.0, actions/checkout was in use at three majors simultaneously (v7 x16, v6 x3, v5 x2) and actions/setup-node at three as well — the v6 occurrences are invisible to a PR raised for the v5 ones.

Every action now sits at one version across all 16 workflows, and tests/mcp/workflow-integrity.test.mjs gates it going forward — discovering every uses: rather than naming any action, so it reports done rather than converging one PR at a time. The SHA-pinned actions/checkout in antigravity-review.yml was deliberately left pinned and verified to equal what v7 resolves to today.
