Upgrade passenger

Purpose

Update passenger and ruby to fix repo signing error

NB: This was more naive than the other upgrades due to the age of the image. I updated and ran the test suite, which passed with no errors, but the functionality of the container should be checked by someone with more knowledge of the codebase
