Issue being fixed or feature implemented

Provider transactions (ProRegTx, ProUpServTx, ProUpRegTx, ProUpRevTx and the new v24 provider types) can be removed from the mempool for conflicts that are not input conflicts: a duplicate collateral, owner/operator key, service address or proTxHash. An InstantSend lock on such a transaction therefore can't be relied on the way a lock on a normal transaction can. Masternodes should stop locking them.

What was done?

  • CheckCanLock(tx) refuses all provider special transaction types, so masternodes no longer cast input-lock votes for them, and TrySignInstantSendLock won't sign an islock for one even when the input sigs were recovered by other signers.
  • A provider transaction that isn't locked is an unlocked parent like any other, so transactions spending its outputs become lockable once it is mined. A provider transaction that still gets a lock from signers without this change keeps it, and its children stay lockable as they are today.
  • This only changes what masternodes sign. Islocks for provider transactions received from other signers are still processed as before, so nodes that upgrade and nodes that don't keep the same view of locks during the transition.
  • Provider transactions are now confirmed the way unlocked transactions already are: miners include them after they have been in the mempool for 10 minutes, and the block is ChainLocked once its transactions are old enough. Mined provider transactions are not retroactively locked either, so if signers first see a provider transaction in a block, the ChainLock on that block waits for the same 10 minutes. This is a deliberate tradeoff.
  • An unlocked transaction that leaves the mempool for a reason other than being mined (conflict, expiry, size limit) is now dropped from the InstantSend manager's unlocked-tx tracker. Before, only Platform transfers were dropped, and the other entries stayed until restart because the tracker only drops entries once their block is ChainLocked. Provider transactions are now never locked, so every one displaced by a non-input conflict, and each of its descendants, would have stayed tracked. The cleanup runs only from the mempool removal callback. The net_processing callers of TransactionIsRemoved run before a queued BlockConnected, so doing it there could drop the entry of a transaction that was just mined and lose the ChainLock retry of its children.
  • With StatsD or -debug=instantsend active, the time a transaction was first seen is now forgotten when it stops being tracked. Before, only a received islock removed it, so every transaction that never got a lock, which now includes every provider transaction, kept its entry until restart.
  • bury_tx in the test framework now syncs mempools before bumping mocktime. ChainLock signers measure a transaction's age from when they first saw it, so a provider transaction relayed after the bump would hold up ChainLocks in tests now that it isn't locked.

How Has This Been Tested?

  • New test_provider_tx_not_locked case in p2p_instantsend.py: a ProUpServTx is not locked on any node while a later normal transaction is, and once it is mined after 10 minutes the block is ChainLocked. The case fails without the signing.cpp change (the ProTx gets locked) and passes with it.

  • New nonlocked_tx_dropped_when_removed_from_mempool unit test in evo_islock_tests. It fails without the fix (3 tracked entries instead of 0). Dropping the mined-entry guard makes its mined half fail.

  • Ran locally on macOS (arm64): p2p_instantsend.py, feature_llmq_chainlocks.py, feature_llmq_is_retroactive.py, feature_dip3_deterministicmns.py, feature_asset_locks.py, feature_masternode_payout_shares.py, feature_protx_version.py, feature_evo_shares_activation.py, feature_llmq_evo.py, feature_llmq_signing.py (with and without --spork21), feature_llmq_singlenode.py, feature_masternode_shares.py, p2p_platform_ban.py, rpc_netinfo.py, rpc_masternode.py, wallet_dash_rpcs.py, feature_llmq_simplepose.py (with and without --disable-spork23). feature_llmq_chainlocks.py failed before the bury_tx change and passes with it.

  • After the tracker cleanup commit, reran the full unit suite and p2p_instantsend.py, feature_llmq_is_retroactive.py, feature_asset_locks.py, feature_llmq_chainlocks.py, feature_llmq_is_cl_conflicts.py, interface_zmq_dash.py, feature_dip3_deterministicmns.py, feature_llmq_singlenode.py and mempool_limit.py; all pass.

  • After the seen-time commit, reran evo_islock_tests, p2p_instantsend.py, feature_llmq_is_retroactive.py and feature_llmq_is_cl_conflicts.py; all pass.

Breaking Changes

Provider transactions no longer receive InstantSend locks from upgraded masternodes and take about 10 minutes to be mined and ChainLocked. Software that waits for an islock on a provider transaction should wait for a ChainLock or confirmations instead. There are no consensus changes.

Walkthrough

Provider special transactions are excluded from InstantSend locking and signing. Descendants are rejected when their already-locked provider transaction parent remains in the mempool. The functional test checks provider transaction lock status across nodes and waits for the provider transaction’s block to receive a ChainLock. The test framework synchronizes mempools before burying a transaction when no custom callback is supplied, and supports selecting an LLMQ type when creating an InstantSend lock. Mempool removal also clears matching unmined transactions from non-locked tracking. Release notes describe the stated mining, ChainLock, and confirmation behavior.

Priority: ➖ Normal

Estimated code review effort: 3 (Moderate) | ~20 minutes

Merge Risk: ⚪ Minimal · up to 112e6

Provider transactions rely on confirmation or ChainLocks rather than new InstantSend locks; existing external locks remain supported, and mempool cleanup preserves block-included entries. No actionable merge risk remains.

Add coverage for a locked provider parent and its child.

test_provider_tx_not_locked only checks that the provider transaction itself has no internal lock. Its later transaction is independent, so the test never reaches CheckCanLock’s provider-parent exception.

Add a focused case that keeps a provider transaction in the mempool, gives it a valid external InstantSend lock, submits a child spending its output, and asserts that the child does not receive an InstantSend lock. The existing provider-lock and ChainLock assertions should remain.

P2 Badge Purge provider transactions that leave the mempool

When an unmined provider transaction is displaced by the non-input conflict this patch is intended to tolerate (or is evicted/expired), this return false ensures it has no IS lock, but NetInstantSend::TransactionAddedToMempool has already retained it in CInstantSendManager::nonLockedTxs. TransactionIsRemoved returns without removing unlocked non-platform transactions, and RemoveConfirmedInstantSendLocks only purges entries with pindexMined, so the removed provider transaction and each recursively removed descendant remain referenced indefinitely. A masternode owner can accumulate these entries through repeated conflicting updates/chains and grow every node's memory; pass the removal reason through and delete nonlocked entries for non-BLOCK removals while retaining mined ones for ChainLock cleanup.

Fixed in 9b1561a. An unlocked transaction that leaves the mempool without being mined is now dropped from nonLockedTxs. This covers conflict, expiry and size-limit removals, and each removed descendant, since it gets its own callback. The cleanup runs from NetInstantSend::TransactionRemovedFromMempool only. TransactionIsRemoved is unchanged because its net_processing callers run before a queued BlockConnected, so erasing there could drop the entry of a transaction that was just mined and lose the ChainLock retry of its children. Mined entries are kept. The new unit test nonlocked_tx_dropped_when_removed_from_mempool fails without the fix.

Added in 75bdd9f: the test now locks the unmined ProTx with an externally built islock, as older signers could, and checks that a child spending it gets no lock. Removing the provider-parent check in CheckCanLock(outpoint) makes it fail at that assertion; with the check in place it passes.

P2 Badge Keep provider transactions out of the retry queue

When a provider transaction is accepted as a child of an ordinary unconfirmed transaction and that parent is InstantSend-locked afterward, CInstantSendManager::RemoveNonLockedTx(parent, true) adds the provider transaction to pendingRetryTxs. WorkThreadMain then feeds it back every 100 ms, and PrepareTxToRetry retains every non-Platform entry, but this unconditional refusal means the provider transaction can never leave the queue by becoming locked; it is rechecked until a later ChainLock removes it, or indefinitely while ChainLocks are unavailable. Exclude provider types from pendingRetryTxs while retaining their nonLockedTxs bookkeeping to avoid a permanent CPU retry loop.

Not changing this. The retry of a provider tx stops at CheckCanLock's type check, so it costs almost nothing. The entry is cleared when the block that mines it is ChainLocked, or at nInstantSendKeepLock depth when ChainLocks are disabled (HandleFullyConfirmedBlock → RemoveConfirmedInstantSendLocks). Children already wait in this queue the same way while another parent is unlocked, so I don't think a separate exclusion for provider types is worth it.

Provider transactions can be removed from the mempool for conflicts that
are not input conflicts, so a lock on them can't be relied on. Masternodes
no longer vote on, sign or complete islocks for them; they are mined once
they have been in the mempool for 10 minutes and are covered by ChainLocks.

Islocks for provider transactions received from other signers are still

P1 Badge Ignore provider-parent islocks when locking descendants

During a rolling upgrade, an upgraded node can still accept an islock produced by older signers for a provider transaction. For a child spending that transaction while it is unmined (or not yet ChainLocked), this new check is bypassed: CheckCanLock(const COutPoint&) returns true on m_isman.IsLocked(outpoint.hash) before it looks up or classifies the parent. The child can consequently receive an islock even though a non-input provider conflict can evict its parent, at which point that supposedly final child lock is removed with the parent; ignore provider-parent locks and require the parent to reach the normal mined/ChainLocked path.

This is intentional. This PR only stops upgraded masternodes from creating new locks on provider transactions. A lock that older signers already made is honored as it is today, and so are its effects on descendants. During the transition that case behaves exactly as current releases do, and it goes away once signers upgrade.

On the CodeRabbit outside-diff finding (reject locked provider parents in CheckCanLock(const COutPoint&)): this is intentional and matches the reply in #7858 (comment). This PR only stops upgraded masternodes from creating new locks on provider transactions. A lock that older signers already made is honored as it is today, and so are its effects on descendants.

Final validation — Phase 1 + Phase 2

Verified the supplied findings against exact head 727e7ca. The provider-signing exclusions implement the stated transition behavior, but permanently unlocked provider transactions and their unlocked descendants can remain retained after non-input conflict removal, exposing an unbounded-memory cleanup gap in the new lifecycle. This was a static review; the supplied CI snapshot shows successful lint and several builds, with test jobs and some builds still pending.

In `src/instantsend/signing.cpp`:
- [BLOCKING] src/instantsend/signing.cpp:195-201: Clean up permanently unlocked provider transactions on mempool removal
This refusal makes provider transactions remain in `nonLockedTxs`: `NetInstantSend::TransactionAddedToMempool` calls `AddNonLockedTx(tx, nullptr)` even when signing is refused. When `removeProTxConflicts` displaces a provider transaction, it recursively removes its descendants and emits non-block removal callbacks for them, but `TransactionIsRemoved` returns without deleting unlocked entries unless they are Platform transfers. Neither this conflict path nor the removal callback calls `ClearConflicting`. The displaced provider transaction and its unlocked descendants therefore retain their transaction references and bookkeeping with a null `pindexMined`; subsequent ChainLocks or confirmation-depth cleanup cannot remove them because `RemoveConfirmedInstantSendLocks` only selects entries with a mined block index. Expiry and size-limit eviction have the same problem. Although the cleanup omission predates this PR, refusing provider locks makes it part of their normal lifecycle and allows repeated submissions/removals to accumulate memory outside the mempool limit. Remove unlocked bookkeeping for transactions and descendants delivered through the non-block removal callback, while preserving tracking for mined transactions. `CTxMemPool::removeUnchecked` already suppresses that callback for `BLOCK` removals. Add a regression covering a provider transaction displaced by a non-input conflict.

Remove unlocked bookkeeping for transactions and descendants delivered through the non-block removal callback, while preserving tracking for mined transactions. CTxMemPool::removeUnchecked already suppresses that callback for BLOCK removals. Add a regression covering a provider transaction displaced by a non-input conflict.

Resolved (re-reviewed at 9b1561af): Your callback-only cleanup fixes the reported retention path: recursive non-block removals notify each descendant, and RemoveUnminedNonLockedTx removes each unmined entry and its outpoint, parent-child, and retry bookkeeping. BLOCK removals do not emit this callback, the mined-entry guard preserves ChainLock retries, and leaving TransactionIsRemoved unchanged avoids the early net_processing cleanup you described.

An unlocked transaction is added to nonLockedTxs when it enters the
mempool, but when it leaves for a reason other than being mined
(conflict, expiry, size limit) only Platform transfers were dropped
again. Other entries are only removed once their block is ChainLocked,
which never happens for a transaction that left the mempool, so they
were kept until restart. Provider transactions are no longer locked, so
each one displaced by a non-input conflict, and each of its descendants,
now ends up here.

Drop the unmined entry from the mempool removal callback. The
net_processing callers of TransactionIsRemoved are left alone: they run
ahead of a queued BlockConnected, so they could drop the entry of a
transaction that was just mined and lose the ChainLock retry of its
children.

P2 Badge Retire timing entries for provider transactions

When StatsD is active or -debug=instantsend is enabled, AddNonLockedTx inserts every seen transaction into timingsTxSeen, and the only erase of that map is in EnqueueInstantSendLock. In a fully upgraded quorum this return means a provider transaction never produces that lock, so even after it is mined and its nonLockedTxs entry is purged by a ChainLock, one timing entry per provider transaction remains until restart; erase timing state from the terminal nonlocked-transaction cleanup (or avoid recording provider transactions) so this map cannot grow without bound.

Fixed in 112e667. The seen time is now erased in EraseNonLockedTx, so it goes away whenever a tx stops being tracked: when it is ChainLocked or confirmed deep enough, when it leaves the mempool unmined, or when it conflicts with a lock. This also covers ordinary txs that never got a lock, which had the same problem before this PR. A lock we receive still records its timing first, because EnqueueInstantSendLock runs before the tx stops being tracked. The map isn't visible through a public interface, so there is no unit test for it. p2p_instantsend.py, feature_llmq_is_retroactive.py and feature_llmq_is_cl_conflicts.py pass with it. Functional tests run with -debug, so this code path is active in them.

P2 Badge Clear tracked providers when their block disconnects

When an unlocked provider transaction has been mined and its block is disconnected before being ChainLocked, it is stored with a nonnull pindexMined. If the replacement chain makes that transaction invalid (for example, by confirming a conflicting registration), reorg resurrection fails and removeRecursive emits no removal callback for the transaction because it is not in the mempool, while BlockDisconnected also leaves the tracker untouched. No later active-chain ChainLock can satisfy RemoveConfirmedInstantSendLocks' ancestor check for the side-chain block, so this entry remains until restart; clear tracked transactions from the disconnected block and let successfully resurrected ones be added again.

Not changing this here. To get there, a block that isn't ChainLocked has to be reorged out, and the new chain has to invalidate the tx. That needs mining power and can't be triggered by a peer. The leftover entry is a few bytes per tx, and it is cleared on restart. It also isn't specific to provider txs: any mined tx without a lock leaves the same entry, for example an ordinary tx that was mined before its lock arrived. Erasing entries in BlockDisconnected would also affect the parent/child links that let children retry once a parent is locked, so it should get its own PR and tests rather than be added to this one.

Re-review — Final validation — Phase 1 + Phase 2

The complete PR diff at head 9b1561a contains no confirmed in-scope defects: all current provider types are excluded from both signing entry paths, while received-lock handling remains unchanged. The prior mempool-removal retention issue is fixed by callback-only cleanup that removes unmined entries and preserves mined entries for ChainLock-driven child retries. Validation was static only; source builds and lint remained pending in the supplied CI snapshot from 2026-10-10T15:36:46Z.

With StatsD or -debug=instantsend active, AddNonLockedTx records when a
transaction was first seen, and only a received islock for it removes
that entry. A transaction that never gets a lock keeps its entry until
restart. Provider transactions are no longer locked, so every one of
them now ends up there.

Erase the entry together with the nonLockedTxs entry. A transaction that
is no longer tracked won't be locked by us, and the locks that are
received consume their entry before the tx stops being tracked.

Re-review — Final validation — Phase 1 + Phase 2

Independently reviewed the complete PR diff at 112e667 and the surrounding signing, mempool notification, tracking, and ChainLock paths; no actionable in-scope defects remain. The provider filters cover all currently defined provider types at both signing stages while preserving received-lock handling, and the cleanup fixes address the prior retention finding without dropping mined entries needed for child retries. This was a static review with no local builds or tests run; the supplied CI snapshot shows successful standard Linux tests, completed platform builds, and lint checks, with ASan tests, TSan tests, and the multiprocess build still pending.
