Goal: Give the existing Workspace Agent a stable, Workspace-owned identity without changing the current chat or membership experience.
Each Workspace has one default Agent; conversations bind to it. Define how its configuration, versions, and capability limits relate to Workspace settings and the human or automated run identity. Migrate existing Workspaces without behavior changes.
Out of scope: multiple Agents per Workspace and a standalone Agent API. Follow-up to #153; detailed design will be handled in a separate spec.
