Debian Buster causing the docker build to fail

Action is failing while building the docker file

To Reproduce
Steps to reproduce the behavior:

1. Try to deploy the helm chart on EKS cluster

Expected behavior
One should be able to deploy helm chart on EKS without any issues

Additional context

The error we seeing is because Debian Buster (10) has reached its end of life, and the regular http://deb.debian.org URLs no longer serve its packages under the standard locations. This is why  getting 404 Not Found errors for buster, buster-updates, and buster-security.
