feat: recommend local model from eval results

Summary

• replace stale Gemma 4 eval references with the correct gemma4:e4b Ollama tag
• make the README local-model eval flow user-driven instead of implying one fixed upgrade path
• add locode recommend-local-model to rank evaluated models against the current machine's hardware and saved eval results
