Run the Linux all-tests shard with the complete feature set so Monad-specific tests deserialize Monad networks and hardforks. Keep the shared Forge fixture on its pinned forge-std revision instead of reinstalling the dependency during setup.

The Linux all-tests shard currently runs without the feature set needed by Monad-specific network and hardfork tests. This enables all features for that shard and keeps the shared Forge fixture on its pinned forge-std revision instead of reinstalling it during setup. Both changes are confined to CI and test infrastructure; release, build, publishing, and shipped runtime behavior are unchanged.
