Adds a reusable GitHub Action (ci-summary/) that uses the GitHub Copilot SDK to triage CI failures on a PR and post/update a sticky summary comment categorizing failures as relevant or unrelated to the PR diff, plus relevant skipped tests. Also adds a self-test workflow that dogfoods the action on starflow's own PRs via workflow_run, requiring a CRAFT_BOT_TOKEN secret with a Copilot seat. Adds a reusable GitHub Action that uses the GitHub Copilot SDK to triage CI failures on a PR and post a sticky comment categorizing failures as relevant or unrelated to the PR diff.
It also checks for relevant tests that didn't run due to prior failing steps.
