Merge starbase/main into this branch and sync Starbase-managed updates.

Overview of Starbase changes pulled in:

• CI: Bump Node version to 26 in Renovate and Copilot workflows (.github/workflows/check-renovate.yaml, .github/workflows/copilot-setup-steps.yaml).
• CI: Update taiki-e/install-action pin to v2.87.29 in Copilot setup workflow (.github/workflows/copilot-setup-steps.yaml).
• Tooling: Bump ruff-pre-commit hook revision to v0.17.3 in .pre-commit-config.yaml.
• Build: Remove legacy mypy/pyright targets and installs from common.mk, add CI group to lint-uv-lockfile, and update docs-help advice.
• Docs: Update AGENTS.md and common.mk with guidance on invoking docs targets via make docs-<target> from repo root, and sync llms_txt_description instructions in docs/conf.py.
• Docs: Fix minor typographical spacing in CONTRIBUTING.md.

Conflict resolution applied:

• Kept child-repo version of .github/workflows/release-publish.yaml (--ours).
• Kept child-repo version of pyproject.toml (--ours).
• Kept child-repo version of uv.lock (--ours).
• Took newer taiki-e/install-action pin from starbase/main for .github/workflows/copilot-setup-steps.yaml.
• Took newer ruff-pre-commit pin from starbase/main for .pre-commit-config.yaml while preserving repository-specific exclude pattern.
• Kept child-repo additions in Makefile (--ours) while adopting Starbase's comment spacing adjustment for lint-code.
• Kept child-repo llms_txt_description value and settings in docs/conf.py while adopting Starbase's comment block updates.
• Deleted Starbase scaffold files: .github/README.md and tests/unit/starbase/test_init.py.
• For this application repo:
  • kept AGENTS.app.md deleted,
  • kept AGENTS.lib.md deleted,
  • kept AGENTS.md authoritative and applied relevant updates from AGENTS.app.md.

Required Sphinx validation remains incomplete because both clean builds fail while importing the pre-existing craft_application_docs dependency, leaving the documentation and configuration changes without runtime build verification.
