Adds a low notification sound from the LineageOS repo, if that sound isn't a valid open source sound, let me know and I can remove that part.
Adds charging levels:
lowBatteryWarnLevelschargingWarnLevelsand use the same formatting as the low battery charge levels.If people have SFX that could be interesting to add for battery toasts and whatnot, please send them my way.
