Add API to handle deleting recordings

Proposed change

This PR implements a robust API for deleting a time range of recordings for a given list of cameras with the ability to exclude certain types of activity. This will allow the future ability to include recordings deleting / targeted cleanup in the UI as well as allow users to implement external custom logic
