This PR implements the proposal from #4745: adding two new categories to the Resources page.
Lightning Network
A new category, inserted between "Charts & Tools" and "Documentaries":

A new category at the end of the page:

ico_lightning.svgadded in the existing visual style(MIT-licensed, matching the family of icons inimg/icons/). For Developers reuses the existingico_developers.svgalready in the repo.lightninganddevelopersadded toen.ymlunder theresources:block, following the existing pattern.Closes #4745.
