Timeline: date every Act's phases, lane drag and keyboard - #999

Track only holds 2018 Act data, so the phases of 1996 and 2002 assessments were listed without dates. Each Act block is now dated from the project's documents (first and last datePosted per phase) and its comment periods, then merged with Track's phases. An Act begins on the recorded transition date, never before its in-force date; documents before that are dropped, as is a leading run under 10% of a phase that sits over two years before the rest. The details panel lists every row's documents (newest 50) and links the filtered documents page by phase id. The count is dropped when another row or a dropped document shares the tag, so it never promises more than the page shows. Read failures for documents, comment periods and amendments are shown instead of "None". Lanes: the mini-map slider drags and takes the keyboard; a handle strip on the list-position box scrolls the list; comment periods with an end draw as spans. Phase row ids are name slugs so saved links survive a row dropping out.

What
The project Timeline tab now shows every Act a project went through, with dates, and the lanes can be navigated by drag and keyboard.
Track holds 2018 Act data only. The 1996 and 2002 Act phases come from Eagle and had no dates. Each Act block is now dated from the project's documents (first and last
datePostedper phase) and its comment periods, then merged with Track's phases. An Act begins on the project's recorded transition date, never before the Act's in-force date. Documents posted before that are dropped, as is a short leading run that sits more than two years before the rest of a phase.Every row in the list opens a details panel with its fields and its documents (newest 50 inline, then a link to the documents page filtered by phase id). The count on that link is dropped whenever the filtered page would show more than the row lists. Read failures for documents, comment periods and amendments are shown as "Could not be read" instead of "None".
On the lanes, the mini-map slider can be dragged and moved with the keyboard, a handle strip on the list-position box scrolls the list, and comment periods with an end date draw as spans. Phase row ids are name slugs, so a saved
?item=link keeps pointing at the same row when another row drops out.Checks

docs/deviations-from-angular.mddescribes the dating rule, the guards and the details panel. The same rule is being ported into DEMI'sassessments[]; once that lands the tab keeps only layout.
