Upgrades Submit to Material UI 9 and Date Pickers 9, including forms, calendars, layouts and dialogs. Based on
release/v2.1.0and updated with its latest report and breadcrumb fixes.Uses published
epic.theme@2.0.0from npm and removes the temporary bundled package. Keeps required existing-test compatibility fixes; excludes new tests, migration documentation and the added browser harness.Validated on Node 25: clean install, lint, TypeScript, production build and all 442 existing unit tests. Also reran 28 Chromium/WebKit checks against the npm package using a temporary harness outside the PR. Authenticated staff/proponent testing remains required before production.
