The codebase currently has 751 warnings that need to be addressed incrementally. Removing this flag allows the build to succeed while we work on cleaning up warnings.
The new Elixir 1.18.4 Docker image doesn't have git pre-installed. Move apt package installation before git submodule commands to fix 'git: command not found' error.
