Syncing current sagemaker patches

Description of changes:

• Syncing the main branch with the current sagemaker patches. This is not the final version for the sagemaker patches for 1.101.2, the SageMaker team still needs to work on some fixes and add an additional patch (https://github.com/aws/sagemaker-code-editor/pull/206/files).

Testing:

• Tested code-editor-sagemaker on SageMaker AI by uploading the build artifacts as a custom image.
