- Revert is now dispatched via pre-phase revertGate instead of PhaseError case - revertState checks for live restore data before proceeding - idleState consumes revert annotation and routes to Active or Suspended - wakingUpState.OnError removes revert annotation to prevent retry loops
- Reject adding AnnotationRevert when plan is not in PhaseError - Allow preserving or removing the annotation unconditionally
