Summary

  • apt-get update was called before every apt package install in manage_deps.py
  • On GitHub Actions runners (ubuntu-24.04), this can fail with exit code 100 when a third-party apt repo has a transient issue
  • The exit failure was propagating up and silently skipping the actual apt-get install, leaving nlohmann-json3-dev uninstalled
  • This caused downstream C++ witness gen compilation to fail with fatal error: nlohmann/json.hpp: No such file or directory

The fix adds || true to make the update step non-fatal. The runner image's package lists are already populated so the install succeeds even without a fresh update; on fresh developer machines apt-get update usually succeeds anyway.

Test plan

  • Keyless e2e CI passes after merging this + the companion internal-ops fix

On GitHub Actions runners the package lists are pre-populated by the
runner image; a redundant apt-get update can fail with exit 100 if any
third-party apt repo has a transient issue. Adding '|| true' keeps the
install step working with the existing cache while still running update
for fresh developer environments where it can succeed.
